I know nothing of Herge’s political opinions. But in this book, the portrayal was more revealing of the way gypsy’s were treated by the mainstream culture at the time. His main characters were kind and supportive of the gypsies and troubled by the negative attitudes of others..The “captain” gave them a place to live on his private property. Tintin helped a lost gypsy girl then later proved that they were not guilty of a crime when they were falsely accused.
Yes. “Outsiders” are often used as scapegoats. And if you don’t have outsiders, one can easily invent them. Just about anyone will do, I’m afraid.((Sigh)).
